Florida Lawmakers: Come for Surgery; Enjoy the Sunshine

Florida lawmakers have a new vision for the tourism industry.

Forget Mickey Mouse and the beaches. Their goal is to make Florida an international destination for people seeking top-notch medical care.

Proposals in the state House and Senate seek to pump $5 million into efforts to promote Florida’s health care industry to potential patients worldwide.

That’s welcome news to providers like Broward Health, a public health system that already sees thousands of so-called medical tourists each year.

“It will only enhance the activities that have already been going on at our hospital, as well as others around the state,” said Abbe Bendell, vice president of Broward Health International.

Also standing to benefit: hotels, restaurants and tourist attractions near hospitals and clinics.

The measure has bipartisan support in the Legislature and the backing of key leaders such as Senate President Don Gaetz.

But Renee-Marie Stephano, president of the Palm Beach County-based Medical Tourism Association, said it will take more than marketing dollars to make Florida a hot spot for medical tourism.

“Advertising is not enough,” Stephano said. “Some of those funds should be allocated to underlying service development, like helping (health care providers) understand the unique needs of international patients.”

Medical tourism isn’t a new concept for the Sunshine State.

“Medical tourism has existed in Florida since Ponce de Leon set out in search of the fountain of youth,” said Sen. Aaron Bean, R-Fernandina Beach, who is sponsoring the bill with Rep. Patrick Rooney Jr., R-West Palm Beach.

But as transportation and communications technology have improved, more people are seeking medical care outside of their immediate com­mu­nities.

Experts say the global medical tourism market is valued somewhere between $10 billion and $60 billion annually. The size of the industry in Florida is not clear.

One thing is certain: Health care providers in the Sunshine State already are drawing patients from other states and countries.

International patients, in particular, can be a boon. Many pay cash.

Forty percent of patients at the Lung Institute, a private pulmonary practice in Tampa, come from outside Florida, director of operations Lynne Flaherty said.

“We see patients from Alabama, Mississippi, Tennessee, Georgia,” Flaherty said. “They come from Canada, the United Kingdom, the Philippines and South Africa, too.”

The Lung Institute helps patients book hotels and secure transportation.

The bills moving through the Legislature (SB 1150 and HB 1223) would require the state’s tourism marketing organization to beef up its promotional efforts.

The legislative proposal are also are establish a matching grant program encouraging local and regional economic development organizations to create targeted medical tourism marketing initiatives.

The price tag: $5 million from the state’s general revenue account for each of the next four years.

Other proposals would work in concert with the medical tourism bill. For example, both chambers are considering a bill that would expand access to tele­medicine.

It is estimated that the health tourism sector could bring €300 million per year to the province.

Following two years of promotional trips to reach agreements throughout the world, and the launch of its website last year, the Foundation hopes that so-called ‘Health Tourists’ will start to travel to the clinics on the Costa del Sol before the summer season.

Agreements have been reached with Sweden, Germany and Canada for patients to travel to the area for different kinds of treatment.

The President of Malaga Health, Miguel Such, says the aim is to boost the economy in the province by including health amongst the attractions for which the Costa del Sol is known, sun, sand, golf and culture.

A German hospital is reportedly interested in building a centre in the province and there have been discussions with Malaga city and Estepona.

As well as this, the Foundation has signed an agreement with Malaga Business Federation to promote Malaga Health from the premises of those which are interested.

China Constructing 1st Medical Travel Special Zone

Hainan province is constructing China’s first special zone for medical travel, in order to attract what’s been called “migrant birds.”

Traditionally in China, people prefer to stay where they are when they grow old and seldom travel.

But now, an increasing number of people have been breaking with tradition.

When winter comes, they will pack their luggage and go to Hainan, China’s tropical island province, to avoid the cold in the north.

They are dubbed “migrant birds.”

Huang Ping from Beijing is one of them.

In middle age now, she is looking for a place to travel and spend her winters after retirement.

Hainan is one of her possible options. However, she has concerns about the availability local medical services and amenities.

“The place for me must have several facilities: first, a nice place to live; second, quality medical service. For example, when I am old, I will probably need good medical services under some emergency situations. Third, there must be facilities, such as cafes, restaurants and so on.”

Huang Ping’s expectations when it comes to a good place to live and travel will soon become a reality in Boao, Hainan province. The Island is building China’s first special zone for medical travel.

The Boao Lecheng International Medical Travel Zone will be located near Qionghai city and Bo’ao Town, covering an area of about 20 square kilometers.

Lu Zhiyuan, director of the Hainan Tourism Development Committee says Hainan Island has a unique advantage for developing medical tourism.

“Hainan Island has very good air quality, very pure water, blue sky and ocean. Currently the pm2.5 in Boao is at 4.”

The Director of The National Health and Family Planning Commission, Li Bin, says China has further advantages in the development of international medical tourism, with its rich resources, quality medical service, low costs, and even Chinese traditional medicines.

“Through developing medical tourism, the health service industry and tourism industry will be linked together. That will be favorable to the country’s economic transformation and upgrading, and it will also provide more job opportunities, meanwhile, it will make Chinese medical institutions take steps to adapt to international demand, so that the overall standard of medical service will be enhanced.”

Li Bin adds that the International Medical Travel Zone in Hainan is taking the lead in the mission the healthy development of the health service industry. The government is allowing several privileges and policies in the trial zone.

Overseas medical institutions will be allowed to set up business within the zone. Other preferential policies will include lower taxes for imported medical instruments and medicines, and some frontier medical programs will be allowed.

Medical tourism, which combines travel with leisure and healthcare, is already popular in some Asian countries and regions like Singapore and Hong Kong.

Former Prime Minister of Australia Bob Hawke says he believes the Bo’ao Lecheng International Medical Travel Zone is promising.

“The island of Hainan is an extremely attractive place, so the concept of bringing together the best western medicine, specialists and Chinese medicine here in this great new center, it’s absolutely a magnificent concept. And I’m absolutely sure it’s going to be an outstanding success, because it has what people need, and it will be great for the economy of Hainan, and it would be good for China.”

Hawke adds that the issue of aging populations is confronting the world today, and that will help the international medical travel zone prove to be a success.

Construction of the zone is estimated to cost up to 100 billion yuan, or some 16 billion US dollars.
